HSE Officer

1 Overall Job Purpose

1.1 With the close supervision, to monitor workplace’s safety, health and environment conditions and practices, advise on and enforce preventive and corrective measures to help ensure that working professionals work in a safe environment.

2 Core Responsibilities

2.1 Understands the company’s HSSEQ policies, requirements and procedures and the specific HSE requirements for the projects assigned.

2.2 Monitors construction activities of the projects, identifies workplace safety, health and environmental issues and proposes preventive and corrective measures so as to provide a safe and environment-friendly working environment.

2.3 Inspects work areas and how people work to identify and propose measures to correct unsafe work conditions, methods and practices.

2.4 Intervenes, advises and if necessary, reports to Project HSSE Manager if working professionals are found working under unsafe conditions or having unsafe work practices.

2.5 Immediately informs Project HSSE Manager as well as the Construction Manager if a reportable incident is observed or encountered (e.g. FI, LTI, MTC, FA, Property Damage, Near Miss Incident).

2.6 Observes and checks on conditions of subcontractor-operated plant and equipment (e.g. cranes, forklifts) and work with subcontractor to rectify/improve the condition.

2.7 Conducts appropriate HSE orientation programs for employees of vendors/sub-contractors.

2.8 Conducts accident/incident investigation and prepares investigation reports factually and timely. For major accident/incidents, may assist senior HSE Officers to do so.

2.9 Champions the MODEC CARE Program which includes the CARE Card and awareness of the importance of safety and health to employees in general and project personnel working on MODEC influenced sites.

2.10 Establishes and maintains emergency response plan for work sites including communications and drills.

2.11 Compiles and prepares safety and health records and reports in respect of the MODEC influenced sites assigned.

2.12 Ensures that the project KPIs from the annual HSSEQ Targets and Goals are achieved and reported.

3 HSSEQ Requirements and Code of Conduct:

3.1 HSSEQ: Complies with the MODEC HSSEQ Code of Conduct as described in the HSSEQ Policies, the 14 HSEQ Standards, and the HSEQ Procedures to protect people and the environment at all times. Has a duty of care to ensure that all personnel work in a manner that is not harmful to their own health and safety and the health and safety of others.

3.2 Compliance: Complies with MODEC Group’s Code of Business Conduct & Ethics and Policies to ensure business activities and decisions conform to the laws and regulations and demonstrates high standard of ethical behaviour.

4 Financial and Operational Dimensions/Impact and Decision-making Authority (Highlight key areas from the Responsibility/Financial matrix).

4.1 Deals with safety, health and environment issues only, and with guidance from the Company’s HSE policies, frameworks, protocols and practices, as well as regulatory frameworks. On major (or any) incidents, is not required to make independent decisions. On accidents shall use the STOP work authority.

4.2 Is not involved in making commercial decisions.

5 Work Relationships

5.1 On any matters relating to the assigned project, reports to the Project HSSE Manager of the project.

5.2 Deals frequently with personnel (including sub-contractors) working in the sites and yards; is the go-to person for staff of sub-contractor on the site.

5.3 In the event of an accident/incident, may have to deal with Government’s inspectors and regulators.

5.4 Does not have any subordinates; works as individual contributor.

6 Job Challenges and Problem Solving

6.1 Main job challenge relates to the physical working environment and conditions. Is required to climb up to high levels, go into confined place and work under harsh climatic conditions out in the yards or offshore.

6.2 Has to influence behaviors and cultures to change any unsafe work habits and avoid using short cut but unsafe methods to meet timelines.

7 Qualifications & Experience

7.1 Educational Qualification:

Diploma in Occupational Health & Safety/Engineering or its equivalent.

7.2 Certification(s):

• Completed Certification as a Workplace Health and Safety Officer (WHSO) through the Ministry of Manpower, or equivalent/similar for overseas base.

• Must have knowledge of ISO 45001, internal auditor certification preferred.

• Hot Work Assessor Certification is preferred.

• Fire Safety Certification is preferred.

7.3 Relevant Experience:

8 to 10 years of progressive experience as a Safety Officer with exposure to the type of work performed on the project.

7.4 Language(s) and Software: List any special language requirement besides English and also any fundamental software skill(s) required by this job.

8 Working Conditions

8.1 On average, about 100% of the working time may be spent on site or in the yards, which may be offshore. Work in international locations with four season climate conditions.
